'The time has come': Will Europe finally put an end to changing of the clocks?

There's a huge amount of evidence suggesting that changing the clock biannually is bad for human health, bad for animals, bad for road traffic, and has very little beneficial attributes. And it's also a huge inconvenience.
So I think the time has come to say bye-bye, as Kelly puts it, urging the EU to agree on a target date to stop changing clocks, similar to objectives for greenhouse gas emissions.
