EU and Ukraine explore special tribunal for Putin and war officials

The EU Justice Commissioner mentioned the two main options being considered for the tribunal: either an international court based on a multilateral agreement or a simplified solution through a bilateral agreement between Ukraine and the Council of Europe.
A special transfer mechanism is to be established to move cases from Ukrainian courts to the new court, and the Netherlands has shown readiness to host the court for prosecuting crimes against Ukraine.
Reynders noted that setting up the tribunal is the final step, pending political will. The process is expected to commence early next year, with an aim for the tribunal to become operational by the end of the year.
Recent attacks by Russian forces on civilian infrastructure in Ukraine have resulted in casualties, including deaths and injuries among civilians and children. Russian tactics of 'repeated strikes' have been reported, causing further harm during rescue operations.
