Marine protected areas (MPAs) are essential tools for conserving marine biodiversity and ecosystems. More than 90% of existing MPAs permit fishing activities, which can undermine conservation objectives if poorly regulated. Clear definitions and criteria for which types of fishing are compatible with conservation goals are urgently required. The United Nations high seas treaty will enter into force in early 2026 and includes a mechanism to establish new MPAs on the high seas. Timely development of legal, scientific, and management frameworks is necessary to ensure MPAs deliver biodiversity protection while balancing sustainable use.
