San Francisco teachers ended a weeklong strike and students will return to school Wednesday. The agreement provides fully funded family healthcare, higher wages, and special education changes at an estimated $183 million over two years. The California Department of Education must ratify the deal and may block fiscally irresponsible agreements. The district plans to use reserve funds, depleting a $111 million emergency fund and drawing on parcel tax revenue from 2018 Proposition G. Covering ongoing expenses with one-time funds may force layoffs, budget cuts, and longer-term fiscal instability for the district.
