Canada's rules need to be aligned or we will find our programs attracting more and more applicants whose primary intent is to work and not studying," Miller said.
"To be clear, the purpose of the international students program is to study and not to work."
Critics warned that allowing international students to work full-time could turn a study permit into an unofficial work visa, undermining its purpose, leading to the decision of setting a 24-hour off-campus work limit.
Miller's department had warned that the temporary waiver of the 20-hour cap could distract students from studies; thus, the government decided to set the new limit at 24 hours per week.
