Free college can spread in states without federal legislation

In her State of the State address last month, Governor Gretchen Whitmer outlined her plans to make community college tuition-free for all high school graduates across the state.
Designed to support those whose jobs were designated as essential at the beginning of the pandemic, Futures for Frontliners allowed thousands of front-line workers the opportunity to attend community college tuition-free.
