The city of Berkeley has to chalk up $4 million in connection with its mishandling of an application to build 260 housing units on the old Spenger's parking lot.
Thursday's hearing was the latest in a legal battle that has taken six years so far, generated multiple trips to the Superior Court, Court of Appeal, and state Supreme Court.
