"That corrective action is required to happen before December 31 of this year," Johnson told the council on Tuesday. "It must happen this calendar year if the action is to have sufficient time to effectuate change over the course of the remaining six months of the year."
According to the Finance Department, police and fire account for the majority of overspending by the city. OPD is projected to overspend this fiscal year by $52 million, mostly due to officers working overtime.
Oakland has already taken steps to reduce spending from the general purpose fund. Since March, there's been a hiring freeze for all non-sworn positions and a moratorium on professional training and conferences.
Cuts to police and fire are inevitable... The contingency budget approved by the council in July calls for cutting up to five fire engine companies and freezing two police academies along with 78 budgeted police officer positions.
