"I just wanted to see this process through - one, as a learning experience, to understand everything it takes for just a regular guy to get out there and to potentially serve his community in local government," said Frank.
"When Dan Kalb announced that he wasn't seeking reelection, a lot of people just said, 'Edward, we think you'd be great, we think you should try to get in and represent us in City Council,'" said Frank.
