The 1.6-acre project will turn an underutilized parking lot at the Winchester light rail station into 90 affordable apartments for residents making 60% or less of Santa Clara County's median income.
The project received $5.1 million from Measure A, a $950 million affordable housing bond voters passed in 2016, according to VTA.
