The Local Government & Social Care Ombudsman criticized Bromley Council for a seven-month delay in issuing an Education, Health and Care Plan for a child who was without education.
Bromley Council became aware of the child's failed managed move in September, but issued the EHCP only on January 12, 2024, nearly a year after the initial request.
The ombudsman noted that the council provided no evidence of attempting to contact the family during the child's absence abroad, which could have mitigated the delay.
The council's claim of needing an exemption for the child's time abroad was rejected by the ombudsman, who highlighted the lack of proactive communication with the family.
