James Howells has spent over a decade attempting to retrieve a hard drive that contains the keys to bitcoin worth about $800 million, which he accidentally discarded in 2013. He proposes a plan to buy a landfill, excavate it, and employ A.I. technology to locate his lost hard drive. Despite his efforts, the Newport City Council has repeatedly denied him access to the landfill, which is also set to close permanently. Howells hopes that by purchasing the site, he can recover his asset and help clean up the landfill, possibly transforming it into a community park.

The city has so far refused to let him excavate the landfill, and is planning to close the site for good. Now, in what may be the final stage of his Pequodian journey, Mr. Howells has one final ask of the Newport City Council.
