This new approach will enable manufacturers to obtain exemptions from federal safety standards, thus facilitating the development and licensing of autonomous vehicles. As traditional vehicle guidelines do not adequately cover the rapid innovation in self-driving technology, the NHTSA's Part 555 exemption program allows for flexibility, although state jurisdictions still retain ultimate control over operations.
