Bond last Thursday posted a statement on Instagram indicating he plans to sign with Cleveland, shortly after it was announced that the sexual assault case against him was no-billed.
Bond was arrested in April on a sexual assault warrant but was released after posting bail of $25,000, declaring the accusations against him as 'patently false.'
Despite being a highly touted prospect, Bond went undrafted in this year's NFL draft following his arrest, but his performance at Texas included 34 catches for 540 yards.
