Flisfeder highlighted the extreme localizability of severe weather events, noting that while downtown Toronto was hit hard by one storm, other areas experienced normal or below-average precipitation.
The storms impacting Toronto had a 100-year return period, meaning they had a one percent chance of occurring in any given year, emphasizing their rarity.
