A months-long investigation identified a 25-year-old primary suspect and a 22-year-old driver, both from Oakland. The primary suspect was already in custody and had carjacking and assault with a deadly weapon charges added. California National Guard members assisted with surveillance and locating the 22-year-old, who was arrested in Oakland.
