Sutherland's mother sees the $6 million settlement as an acknowledgment of responsibility from Stockton Police for causing the wrongful death of her son.
The family filed a civil rights suit citing wrongful death, negligence, and excessive force against the city of Stockton, Officers Zalunardo and Afanasiev, and former Police Chief Eric Jones.
Sutherland was held face down for about eight minutes by Stockton Police officers, handcuffed within 30 seconds, leaving behind two young children.
