The Santa Clara Valley Water District will vote to support a $20 billion plan for a tunnel to facilitate better water transport from Northern to Southern California.

With climate change worsening water availability, the tunnel aims to improve the state's ability to transport surplus water from wet winters to urban areas facing drought.
