Prop. 6 would end 'modern day slavery.' Why do half of California voters oppose it?

Mark Baldassare, the PPIC survey director, noted the voters' sentiment, stating, "If voters are unsure about a ballot measure, they'll vote no. There is a clear need for education on Prop. 6."
