Caltrans reduced Highway 101 carpool hours in Marin and Sonoma after commuter complaints, shortening morning HOV restrictions from 5 a.m.–10 a.m. to 6 a.m.–9 a.m. and afternoon restrictions from 3 p.m.–7 p.m. to 3 p.m.–6:30 p.m. The agency launched a traffic study, identified the most severe morning impacts between Novato and San Rafael, and targeted adjustments accordingly. Thousands of commuters organized, including a Change.org petition with almost 9,000 signatures, and residents reported significant traffic buildup in Novato. Local officials, including Marin County Supervisor Eric Lucan, coordinated with state representatives and transportation authorities to achieve the change.
