The Times' investigation revealed that resellers in California are buying puppies en masse from breeders in the Midwest and misrepresenting them as locally bred, deceiving consumers.
Sen. Tom Umberg expressed his dismay, saying, "We clearly need to enact legislation that closes this huge loophole... to trace dogs back to puppy mills."
A spokesperson for Gov. Newsom highlighted the seriousness of the investigation, stating, "The investigation raises serious alarms about the inhumane treatment of pets and commits to addressing these issues."
