"This could ruin Carmel if we get too carried away here," Karyl Hall told the city council earlier this month prior to their decision to adopt the fire map and the changes that it may portend. "We might look like Phoenix eventually."
"There's a lot of hysteria now over what happened in Southern California," she said. "We're a much more moist climate than they are."
