More than 400 people, including hundreds of security guards, legislators and family members, gathered in the City Council rotunda to honor Aland Etienne and call for legislative change. Etienne, 46, and off-duty NYPD officer Didarul Islam, 36, along with two building employees, were killed July 28 in a Midtown shooting.
