Lander aims to develop legal strategies through lawsuits to compel the state to move forward with the Manhattan toll plan, following previous lawsuits against congestion pricing.
Lander states that the governor's decision may violate multiple provisions of New York State law and could adversely affect Manhattan residents, businesses, MTA Board members, and MTA bondholders.
