FCC Proposes AI Disclosure Regulation for Broadcast Ads

Facing a rising tide of disinformation, roughly three-quarters of Americans say they are concerned about misleading AI-generated content," FCC Chairwoman Jessica Rosenworcel stated. "Today, the FCC takes a major step to guard against AI being used by bad actors to spread chaos and confusion in our elections.
Under the proposed rule, AI is defined as 'an image, audio, or video that has been generated using computational technology or other machine-based systems that depicts an individual's appearance, speech or conduct... including AI-generated voices that sound like human voices.'
This disclosure can be verbal, in a clear and understandable voice, or visual, with text equal to or greater than four percent of the vertical picture height for at least four seconds.
Commissioner Brendan Carr, one of the two dissenting votes, expressed concerns about the FCC overstepping its authority and intruding on the jurisdiction of the Federal Election Commission... the proposed rule could lead to confusion during the election period.
