Quick-Build Legislation Makes It Through the Assembly - Streetsblog California
Briefly

AB 891, passed by the California Assembly, mandates Caltrans to implement quick-build bike lane and intersection projects aimed at improving safety for cyclists and pedestrians on state highways. Supported by all Assembly Democrats, the bill emphasizes rapid infrastructure improvements using readily available materials. This approach allows communities to address road hazards quickly instead of undergoing lengthy planning. Despite initial concerns over funding given the state's budget crisis, the bill was approved ahead of the Assembly vote deadline, signaling strong support for enhancing road safety for vulnerable road users.
"Quick-build has become a planning staple, allowing California communities to fix road hazards before another bike rider or pedestrian is hurt," writes Jared Sanchez, policy director for CalBike.
"I'm encouraged by the broad support in the Assembly to add this to the Caltrans toolkit... I hope this pilot launches a new phase at the agency where it acts rapidly to add Complete Streets elements and make our state routes safer."
