The web refers to websites, and 'internet' refers to anything using internet protocol to send data. For example, streaming Disney Plus via an app is not technically 'the web'.
Some debate exists over whether platforms like Disney Plus should be considered part of the 'open internet,' depending on their ad monetization approach.
