The closure of the international humanitarian law cell follows a review by Olly Robbins, the permanent secretary at the Foreign Office dismissed last week by the prime minister over the Peter Mandelson scandal.

Collard had been having a live dialogue about Mandelson with the separate UK Security Vetting (UKSV) team, based in the Cabinet Office. Collard had then asked to speak to Robbins for what turned out to be a critical meeting: it concluded with Mandelson being granted vetting clearance.
"I don't fully understand the reasons that I'm in the position I am in, but that is for a separate process for me to try to get to the bottom of."
The role was described by UK Trade & Investment as an extensive programme of targeted engagements both in the UK and overseas to promote the interest of UK industry and the UK as a whole. In essence, the role involved high-level lobbying, as well as the handling of sensitive confidential briefs regarding investment opportunities. It required close coordination with the UK's trade and diplomatic missions abroad.
