European leaders including Keir Starmer and Emmanuel Macron will meet Volodymyr Zelenskyy on Monday in a show of support hosted by the German chancellor, Friedrich Merz, as the US pushes for a swift end to the war in Ukraine. The British prime minister, French president and the heads of Nato and the EU, who have criticised previous US proposals to end the Russian invasion as too favourable to Moscow, are set to convene with Zelenskyy on Monday evening at Merz's offices in central Berlin.

All issues concerning Europe, including those concerning NATO, have been removed from this plan

Under the sweeping 28-point plan backed by US President Donald Trump Ukraine would give up a swathe of eastern territory to Russia and slash the size of its army. Kyiv would also pledge never to join NATO, and would not get the Western peacekeepers they have called for, although European warplanes would be stationed in Poland to protect Ukraine. Russia would meanwhile be readmitted to the G8 group of nations and be rewarded with sanctions relief under the plan.
