Mayors of San Francisco and San Jose are now calling for reform of Prop 47, a measure aimed to lower prison population but has resulted in unintended consequences.
The proposed reform would reclassify theft with two or more prior convictions as a felony and mandate mental health and addiction services for felony charges.
Supporters of the reform argue that Prop 47 has led to an increase in retail thefts without adequate punishment. [ more ]
