The proposed expansion of Billy Bishop airport could cost as much as $5 billion and will be paid for travelers not taxpayers says the arms-length federal agency that operates the facility. Toronto Port Authority CEO RJ Steenstra told a committee at Queen's Park that taxpayers will not be asked to fund the controversial project, but that it will instead rely on fees paid by airport users.

"That is not democracy. That is a power grab," Chow told a crowd of people. "To the provincial government, you do not get to erase this park without a fight. And to the people standing here and to every Torontonian, we need your voice - talk to your neighbours, make some noise. This park belongs to you and we are going to keep it that way."

The bill allows the province to assume the City of Toronto's spot in a tripartite agreement that governs the land, an agreement that is currently between the city, the federal government and the Toronto Port Authority.

"It handled like 60 million passengers, but it was originally designed for 40 million passengers. So, there were increased queues, delays, so on and so forth, plus very limited options for expansion," Istanbul Airport CEO Selahattin Bilgen told Business Insider in an interview at London's Savoy Hotel. After deciding to build a new airport from scratch, a huge logistical challenge remained: transferring operations without too much disruption.
