He has been accused by an independent UN human rights mission of enforcing crackdowns on protests and critical media. Born in El Furrial, Monagas State, Cabello has an engineering background and a graduate degree from Andres Bello University. He served in multiple Chávez-era government roles, participated in the 1992 coup attempt and spent two years in jail. He helped set up pro-Chavez Bolivarian Circles.
