Russia asserts that deployment of Western or NATO forces in Ukraine during active military operations would be treated as a direct threat and legitimate targets for destruction. Russia states that durable peace would eliminate any rationale for foreign forces remaining on Ukrainian territory. Russia launched a full-scale invasion of Ukraine in February 2022 and annexed Crimea in 2014. Twenty-six countries pledged international force deployments as part of post-war security guarantees. The Kremlin frames NATO expansion toward Ukraine as a security threat, says NATO views Russia as an enemy, and pledges to take measures to safeguard national security.
