A Uyghur exile, Aziz Isa Elkun, fled Xinjiang decades ago after persecution and reacted with pain to livestreamed festivities showing Xi Jinping greeted on a red carpet while locals performed in traditional Uyghur dress. Under Xi's decade-long rule, mass detention and intensified surveillance of ethnic Uyghur communities in Xinjiang have increased. Beijing presents the regional clampdown as counterterrorism when faced with external criticism. During a three-day visit, Xi urged "every possible effort to uphold social stability" and praised the Communist Party's ethnic autonomy system as "entirely correct" and "effective." Constitutional language grants ethnic minorities formal rights to regional autonomy under Beijing's guidance. October 1 marks the 70th anniversary of Xinjiang's designation under the Chinese Communist Party.
