Russian authorities attempted to fully block WhatsApp nationwide, aiming to steer users toward the state-supported MAX messaging app viewed by critics as a surveillance tool. WhatsApp warned that isolating over 100 million people from private, secure communication reduces safety and said it will continue efforts to keep people connected. Russia previously blocked Twitter, Facebook and Instagram and has tightened online restrictions since its 2022 invasion of Ukraine. Kremlin officials said Meta must comply with Russian law to restore service. Regulators announced new limits on Telegram, yet the app largely continues to operate and is regarded as a harder target.
