A 123 Agreement permits the United States to license nuclear technology and equipment to other countries. The pact between the US and Armenia covers small modular reactors and would allow up to $5 billion in initial US exports, plus about $4 billion in longer-term fuel and maintenance contracts. The agreement does not obligate Armenia to buy a US reactor and leaves open options from Russia, China, France, and South Korea. Armenia is seeking an alternative to its aging Metsamor plant. The United States also offered advanced computer chips and surveillance drones and is pursuing a strategic transit corridor in the region.
