Four United Nations human rights experts condemned the partial US naval blockade of Venezuela as illegal armed aggression and urged the US Congress to intervene. The experts stated that no right exists to enforce unilateral sanctions through an armed blockade and that a blockade is a prohibited use of military force under the UN Charter. They warned that the illegal use of force and threats of further force at sea and on land gravely endanger the human right to life and other rights in Venezuela and the region. The experts called for investigations into killings linked to strikes and for measures to stop the blockade and lift sanctions.
