The decision follows pressure from the US and families of hostages held by Hamas, and a prior pledge by Keir Starmer to act before the UN General Assembly if conditions did not improve. The government cited accelerating Israeli settlements and settler violence in the West Bank as threats to a two-state solution. Labour said recognition is not a reward for Hamas and will not alter Gaza governance. The UK plans to increase sanctions on Hamas and press for hostage releases.
