European Commission President Ursula von der Leyen was invited but will instead send Dubravka Suica, the European commissioner for the Mediterranean."

The EU and several countries raised questions about the charter. France warned the Board could overstep UN authority. The UN Security Council endorsed the Board in November 2025 with a sole Gaza peace mandate, citing US leverage.
