Displaced Palestinians are moving south into overcrowded tent settlements that face periodic strikes, while many decline to move due to exhaustion and lack of resources. Severe shortages of shelter, fuel, bedding and winter supplies compound suffering. Malnutrition-related deaths have risen since famine was declared in Gaza City on August 22.
