The shutdown disrupted Moscow’s drone coordination and frontline communications, and commanders reported a noticeable reduction in assault operations for three to four days. Ukrainian commanders reported widened casualty imbalances and improved battlefield ratios after the cutoff, with elite sectors reaching 20:1 and regular units moving from 5:1 or 8:1 to about 13:1.
