The senators visited Egypt, Israel, the occupied West Bank and Jordan and released a report after a congressional delegation to the region. They observed Rafah reduced to rubble and documented a campaign to strangle humanitarian aid, describing the withholding of food as a weapon of war. The report states Israel's actions go beyond targeting Hamas and amount to collective punishment intended to force civilians to leave. The United Nations cited at least one hundred famine deaths in Gaza, and a one-and-a-half-year-old child died from severe malnutrition and oxygen deprivation.
