A 28-point plan groups proposals into four areas: peace in Ukraine, security guarantees, security in Europe, and future U.S. relations with Russia and Ukraine. The plan does not yet clearly address territorial control in eastern Ukraine amid Russian advances that fall short of Kremlin demands. Steve Witkoff is leading drafting and has met extensively with Kirill Dmitriev, who spent three days with Witkoff in Miami Oct. 24–26 and expressed optimism that the Russian position is being heard. Witkoff met Ukraine's national security adviser Rustem Umerov and postponed a planned meeting with President Zelensky in Turkey. The proposal builds on principles agreed by Trump and Putin in Alaska to address the conflict, restore U.S.-Russia ties, and attend to Russia's security concerns.
