Rwanda has initiated legal action against the United Kingdom over unpaid sums tied to a 2022 migration agreement that would have relocated undocumented migrants arriving in the UK on small boats. The previous UK government spent about 700 million pounds on the policy and had already paid Kigali 240 million pounds. The UK Supreme Court ruled in November 2023 that the deal was illegal under international law because Rwanda was not a safe destination due to risks of onward persecution. The UK ultimately sent four migrants to Rwanda and Prime Minister Keir Starmer scrapped the scheme in July 2024. Rwanda seeks an additional 50 million pounds in compensation and has moved to arbitration after describing the UK as intransigent.
