The Kremlin benefits from continuing this war and terror as long as it earns revenue from energy and operates a shadow fleet," he added."

The strikes killed at least four people in Kyiv, including a 12-year-old girl, and wounded dozens, while damaging civilian infrastructure such as a bread-production facility, a tire plant, private homes, apartment buildings, a medical facility and a kindergarten. President Volodymyr Zelenskyy called the strikes "vile" and characterized them as deliberate terror, saying Moscow sought to continue the war and profit from energy revenues and a shadow fleet. Russian officials have not commented and have previously denied targeting civilians. Peace prospects remain distant.
