Hamas and allied factions insisted that decisions about Gaza’s future governance must be made internally by Palestinians and rejected any foreign guardianship. The Palestinian Islamic Jihad and the PFLP praised Palestinian steadfastness and said it prevented mass forced displacement. The groups plan an urgent comprehensive national meeting to unify positions, formulate a national strategy, and rebuild institutions based on partnership, credibility, and transparency. It is unclear whether Fatah will participate. The US 20-point plan proposes an international Board of Peace to oversee an interim technocratic authority.
