Forces from Egypt, Qatar and Turkey will observe the truce and report violations. The UK will support the peace process and explore private finance for Gaza. Europe was called 'essentially become irrelevant' in ceasefire plans and recognition of a Palestinian state was called an 'ultimate reward (to) Islamists'.
