Qatar occupies a central role as one of four guarantors of the Gaza ceasefire, combining Israeli-endorsed mediation with a unilateral channel for aid and cash to Hamas. Qatar has hosted Hamas's political leadership in Doha for over a decade. By signing the New York declaration on 29 July, Qatar accepted the principle of Hamas ending its rule in Gaza and handing over weapons to the Palestinian Authority and condemned the 7 October attacks on civilians. Qatar implemented editorial changes at Al Jazeera and applied private pressure on Hamas leaders. Qatari negotiators insisted on the release of remaining hostages and secured US assurances that Israel would not resume the war.
