Militant and extremist groups are experimenting with generative AI to create propaganda, realistic images and video, and to refine cyberattacks. Pro-Islamic State posts explicitly encourage integrating AI operations because of its ease of use and potential to undermine intelligence concerns about recruiting. Low-resourced groups or individual bad actors can use AI to produce deepfakes and disinformation at scale and exploit social media algorithms to amplify reach. Security experts warn that broadly accessible AI tools lower technical and cost barriers, allowing small adversaries to expand influence and produce convincing multimedia that aids recruitment and malicious cyber activity.
