Trump said he was about an hour away from ordering another wave of attacks against Iran, with ships and boats loaded and ready to begin. He said he had made the decision, but Gulf allies in the region had heard he was very close to acting. He stated that Qatar, Saudi Arabia, and the United Arab Emirates asked him to hold off, and he agreed to give them a couple more days because they believed Iran was being reasonable. Trump previously said he cancelled a planned attack at the last minute after those leaders requested the delay, citing ongoing serious negotiations and expectations of a deal acceptable to the United States and other countries in the Middle East.
